According to TV property guru Phil Spencer, it is the Outer Hebrides, followed by Clackmannanshire in Scotland and then Mid Devon.
His advice site MoveiQ has analysed the number of noise complaints to reveal the top ten – and bottom ten – council areas.
The Royal Borough of Kensington and Chelsea recorded the highest with a staggering 34,910 complaints over the past three years.
All but two of the top ten were in London, with Belfast and Edinburgh securing the other spots.
The Outer Hebrides’ Western Isles received just 48 complaints over the three year period, while there were only 102 in Clackmannanshire and 185 in Mid Devon.
